Pennington Highlights Efficiency, Responsiveness With New Case Management Technology

FAYETTEVILLE, Ark. (September 28, 2026) —  Blake Pennington, candidate for Fayetteville City Attorney, announced the City Attorney’s Office is entering the final phase of implementing a new case management system.


Using the Xakia system will give the City Attorney’s Office a modern, centralized system for managing cases and legal projects. It will help the office stay organized, collaborate more effectively, respond more quickly, track deadlines and workloads, and use data to identify legal risks and opportunities for improvement. Most importantly, it will help the office become more efficient, resilient, and proactive as Fayetteville continues to grow.


“Fayetteville works best when residents know what their city is doing and why,” Pennington said. “For many years, in the interest of frugality, the office has managed documents through spreadsheets, paper files, and email. While it works, the city has grown past a manual system of case management. Investing in this case management software helps us do our jobs more efficiently while making it easier to respond to residents’ and city staff requests for information.”


Pennington has served in the Fayetteville City Attorney’s Office since 2014 and has worked on a broad range of municipal legal matters, including litigation, land use, development, contracts, municipal governance and public records.


Current City Attorney Kit Williams, who will retire at the end of 2026, said Pennington’s experience and focus on improving office operations make him well positioned to lead the office forward.


“Blake understands that leading the City Attorney’s Office is not just about knowing the law. It is also about building systems that help the office serve the City and our citizens efficiently and effectively,” Williams said. “His focus on improving processes and using technology to make the office more responsive is the kind of leadership that will benefit Fayetteville.”


The City of Fayetteville already provides residents with online tools to submit FOIA requests, track their status and search archived requests. The City Attorney’s Office also provides legal guidance to other city departments and boards on Arkansas’s open government requirements. The Xakia case management software will cost $7,000 per year, the lowest among those the office considered.  


About Blake Pennington

Blake Pennington is a candidate for Fayetteville City Attorney. He has served in the Fayetteville City Attorney's Office since 2014, acting as Senior Assistant City Attorney to advise the Mayor, City Council, boards and commissions on municipal law, drafting ordinances, negotiating contracts and helping the City navigate complex legal issues. He graduated magna cum laude with a business administration degree from the Sam Walton School of Business at the University of Arkansas, and from the UA School of Law. Pennington is past-president of the board of Peace at Home Family Shelter, past-president of the UA School of Law’s Law Alumni Society Board, past-president of the Arkansas City Attorneys Association, and he is a member of the Rotary Club of Fayetteville.
